The Step-by-Step Process

Step 1: Obtain Your Pennsylvania Driver's License or Photo ID

While new residents generally have 60 days to obtain a Pennsylvania driver's license, obtaining it sooner simplifies the vehicle titling process, as it's required for the application.  Bring your current out-of-state license, proof of identity (e.g., U.S. Passport, Birth Certificate), proof of PA residency (e.g., utility bill, lease agreement), and your Social Security card to our office. You'll also need to pass a vision screening.

Step 2: Gather Your Essential Vehicle Documents

Ensure you have the following in hand:

• Original Out-of-State Vehicle Title: This is paramount. PennDOT requires the original physical title. If you have a lien (loan) on the vehicle, your out-of-state title is likely held by your lienholder. You'll need to contact them to request that they release the title directly to PennDOT or an authorized agent. This can take time, so initiate this request early! Your lienholder might require you to refinance with a Pennsylvania lending institution.
• Proof of Pennsylvania Insurance: You must have valid PA auto insurance for the vehicle you're titling. Bring your insurance card, declaration page, or a binder that shows the effective and expiration dates. The name on the insurance policy must match one of the names listed on the title.
• Vehicle Identification Number (VIN) Verification: PennDOT must verify that the VIN on your vehicle matches the one listed on your out-of-state title. We can physically inspect the VIN on your vehicle right at our location when you process the transfer. 

Step 3: Prepare for Sales Tax (If Applicable)

If you've owned the vehicle for less than six months before moving to Pennsylvania, you might be subject to Pennsylvania's sales tax on the vehicle's purchase price. If you paid sales tax in your previous state, please bring your bill of sale or other documentation that shows this. If you can't provide proof, you may be required to pay Pennsylvania sales tax.
